describe your optimal learning times and optimal learning environment

can someone please explain to me what my instructor might be wanting in this section I have read all the materials and I can not find nothin he might be looking for

They are asking for your own opinion and reaction, not something from the reading materials. What they want to know, and for you to explain, is at what time of the day and in what environment you find it best able to study. (Home? Library? Study Hall? Class? Outdoors? Right after school? After dinner?)
