A say yes- access for reasearch is premitted

B Tell Joe to submit his request to a review borad if he does have premission form the patients

C say no

D say yes it seems important

Now I think that you might need some kind of premisson form the pt however I have seen students in the nursing promgram rake pt chart for research so I think A is the best
