Try the form y = m x + b
where m is the slope and b is the y axis intercept.
We are given m. It is -2
so
y = -2 x + b
now we are give a point where x = 3 and y = 5
put those values in
5 = -2*3 + b
5 = -6 + b
b = 11
so in the end
y = -2x + 11
