Your response seems OK, but rather vague and general.
Human resource laws affect an organization by ensuring that the organization does not discriminate against any qualified applicant for any reason. If a person can perform the job duties for which he or she is applying, he or she should be given the opportunity to compete for that position with other qualified applicants.
Now give some real specifics, not just general phrasings that are so trite, people hardly pay attention anymore.
