Homework Help: English expression

Q1) What is the difference between painting and drawing?
If a person uses a colored pencil, do we have to say, "He is drawing a picture with a colored pencils. or He is painting a picture with a colored pencil." ?

Q2) Is he writing a bule gel ink pen?
(Is this expression correct? Do people use gel ink pens when they write?)

Q3) Will you name writing materials which people use frequently when they draw or paint a picture?
