Does the contents page of a science report go before or after the abstract?

It usually goes after the abstract. It is costumary to put the abstract directly after the title. The reason is that people can immediately see the results of the report instead of having to go through the entire report to see what the results are.
For small reports you don't need a contents page. Sometimes scientists mention in the introduction how the paper is organized or they don't do that at all.
