Yes. Unless the yield strength is exceeded, steel obey's Hooke's law (that stress is proportional to strain), much better than rubber. That is the proper definition of elasticity. Most rubber is subject to hysteresis: when stretched and unstretched, much energy is wasted as internal heat.
