How can you plan something, if you do not have any information/data about what you are planning?
What are the goals of the organization? What populations do they hope to serve? How do they plan to alleviate the problems of that population? What personnel, materials and skills will be needed to deal with these problems? How will you make the target population aware of the available service?
Once you have these data, you can decide how they will be used.
