2 x 9 means two rows times 9 columns.

Facts:

2 x 9 = 18

18/2 = 9

18/9 = 2

9 x 2 = 18

Do the same with the other other numbers.

Also, note that 2 and 9 are factors of 18 and 18 itself is the product of 2 and 9.
