The mass of H is 1. The mass of O is 16. That isn't 1:8. I suppose you intended to say that mass of oxygen IN H2O is 8 times that of a H atom. But does that matter?
If the formula is HO, you will obtain equal volumes of H and O.
If it is H2O, you will obtain twice the volume of H as that of O (T and P being the same). I think the 8 times stuff is a red herring.
I forgot to say to check my thinking.
