Homework Help: Communication

Can anyone help me find out what is the differnce between administrative approach and critical approach? I know that critical is oriented toward critiquing and change society as a whole. Does administrative mean using laws approach?

That sounds reasonable to me. Administrative also is concerned with practical means -- using what works.
