The "3 ten thousands" part means that your number will be

Now fill in the rest of the numbers with the largest digits.

The way I interpret your question:

You want a 6 digit number, no zeros, where the ten thousand position is a 3

eg. 436,127, or ?3?,???

if that is the case, the question is quite simple.

= 15120

= the total number of such numbers

the largest such number would of course be
