Wouldn't it depend on the State, and how much property Ned has? If Ned is propery enhanced, a writ of execution would be the first choice, to me. Now if Ned hasn't much property, and the job he has is secure, then a writ of garnishment would work.

I think the question was aimed at number 1, however, in real life, it might be different. A lot has to do with how active your local Sheriff is on writs of execution. Often, federal marshals are not very keen on writs of garnishment.
