If the tires do not conduct electricity, the truck cannot acqure a charge with respect to the ground, and no sparks will happen between truck and ground.
Some trucks used to drag a short chain behind them, barely touching the ground, for the same reason.
Why are the tires for trucks carrying gasoline and other flammable fluids manufactured to conduct electricity?
