Wouldn't this depend on what one thinks is positive or negative? I know people who think eliminating the entire social welfare system would be the biggest positive thing to ever happen.
One of these folks is running for President of the US this go around, and in fact, is getting a good showing for a nut.
My point is, you hve to decide the purpose and objectives for "good" benefits first. Not all will agree on that.

You need to think through which of these might sometimes be abused even though the benefit in itself would be helpful.
