Is the following sentence written in the Active Voice?
The bill was passed by the legislature.
No. It is passive voice. The subject of the sentence (the bill) does not take the action indicated (to pass). The action is performed by the legislature (the object of a prepositional phrase).
The legislature passed the bill.
Yes, that is in the active voice. The action goes from the subject to the object. Legislature -> Bill
I repeat: The original post by Mandi was passive voice. Manny's example was active voice.
