multiply your first equation by 12 to get

4(x+2)-3(y-1)=12
4x-3y=1 call this equation #1

take your orignal second equation, multiply it by 4 and take all terms to the left side
20x-16y=0 call this equation #2

#1 times 5 ---> 20x-15y=5
#2 ----------> 20x-16y=0 subtract them to get
y=5
back in #2 ----> 20x-75=5
20x=80
x=4
