Homework Help: Art... Complementary colors

In the following question my answer is #1 is that correct?

If you wan to balance complementary colors so that they'll appear static and harmonious, you need to;
#1 use the proper proportions of each color.
#2 work only with spilt complementary colors.
#3 combine one part of one hue with six parts of its complement
#4 mix the complements with black and white

My eight year old girl when matching clothes, follows the rule of #1. Being a man, I have no clue.
