what are some examples of "educationally disruptive"?

Anything that interferes with a student's education can be "educationally disruptive." This may be distracting behaviors or dress of students or teachers. (In the 70s, a girl with green hair was very disruptive.) It could be inadequate lighting, heating, or cooling in the classroom. (Who can learn when the classroom's temperature is over 90 degrees?) It could be excessive noise from outside. (We stopped class several times a day when a nearby train came through town a few hundred feet from school.)
