Is the commment placement correct in the first part of my resume?

OBJECTIVE
To attend an excellent college or university that will provide a challenging course of study in world cultures and languages, with a study abroad program to enrich my knowledge of the Spanish and Japanese languages.

Is this a resume for a job? Or is it for an application to college?
