What challenges may be preventing a health and human service agency from meeting certain needs?

1) Lack of funds
2)People don't seek treatment because of too much paper work or they are shy.
3)Patients don't stay on meds long enough to completly eradicate germs. This breeds drug resistant varieties.
4)Figuring out how to let the needey population know the services are even available and what services are available/
