The point X and Y are 8cm apart

Draw a scale drawing of the diagram and draw the locus of points that are equidistant from both points X and Y

what do they mean by equidistant

Equidistant means the same distance.

I'm not a teacher, but I would imagine that all points perpendicular to the line formed by x and y are equidistant from x and y.

Yes, the way to do this by drawing is to draw the two points 8 cm apart. Then using a pair of compasses to draw two circles centres at X and Y that have a radius greater than 4 cm. The two circles will intersect and if you draw a line between the two points of intersection this line is equidistant from X and Y.
