what does the country Sudan do to prepare for the types of disasters they have such as terrorism, tornadoes, etc. and what agencies are in charge of taking care/preparing for these disasters

Good question. In many cases, the Sudanese government is causing the man-made disasters near the borders with Chad and Ugandda. They have invited the African Union to be monitors of events in Darfur, but it hasn't helped much. See
