A guess, though -- is Mom trying to make the carpet or drapery (earth) be perfect (the sky)? Is the family looking for perfection? Does this fit the context of the story?

Another possibility would be "mom" was trying to make reality "earth" as lovely as perfection "sky". Probably she was trying to do it with very little money. The author might have been using this analogy.
