I am reading "The crisis, No.1" now.

What does this sentences mean "Mutual fear is the principal link in the chain of mutual love"?

I really need help.
Please tell me someone.

Although I don't agree with this statement, it could mean either of two things -- that people love each other because they fear each other -- or that they both fear the same thing.
